Undertake UK Public Procurement tender exercises or participate in collaborative procurement exercises under the guidance of Procurement Manager. This will include liaison with suppliers with regard to price negotiation. Provide sound commercial advice and management information/data analysis as required for use by others to make purchasing decisions. Attendance at user group meetings and assist in developing/raising the profile PSS both inside and outside the Trusts. Develop and maintain Process Manuals for Customer and Procurement staff use and ensure they are communicated widely and effectively. The annual non-pay expenditure of the Trusts in the health community over which the Procurement Shared Services (PSS) has influence is approximately £70m. PSS provides procurement services to the following Customers: Gloucestershire Hospitals NHS Foundation Trust Gloucestershire Care Services NHS Trust Gloucester Managed Services Within PSS, there are 3 Procurement Specialists working within a Customer/Divisional team The Procurement Specialist has no budgetary responsibilities but will deal with minor disciplinary issues, allocation of workload and monitoring outputs and delivery to ensure standards and deadlines are achieved and monitor staff sickness / annual leave arrangements for the team. The Procurement Specialist has access to management support but has day-to-day autonomy to proceed with the work of the section. Accountable to Procurement Manager(s).
