About us Job Title Chief Operating Officer Accountable to ELMS Council Reports to Clinical Chair/Chief Executive Officer Hours Full Time (37.5 hours per week) Location Across Pennine Lancashire (office in Blackburn) Job Summary ELMS Chief Operating Officer (COO) willbe responsible for planning, organising and directing the overall operations of ELMS and its performance in terms of service provision. The COO will work alongside the Executive Team and will report to the Clinical Chair/Chief Executive Officer and will be accountable to ELMS Council. Interviews to be held Thursday 12th December 2024 MAIN DUTIES & OVERALL RESPONSIBILITIES: 1. Business Management The post-holder will: Be responsible for planning, organising and directing the overall operations of ELMS and its service performance. Develop and support the ongoing strategic and business plan for ELMS service delivery and business model working in conjunction with senior managers colleagues in providing expertise and support strategic and operational service developments. Work alongside board colleagues to determine appropriate and responsible utilisation of financial resources. Ensure financial targets and service delivery targets are met across the organisation. Contribute to the Societys objectives and to make a positive contribution to the provision of health services across the local health economy including integrated service delivery and delivery at scale. Keep abreast of innovation , bringing intelligence to the management team and learning from evidence and research elsewhere to inform the development of best practice and ELMS strategies. Oversee ELMS services contract management working with Commissioners and system partners to ensure that ELMS is a provider of choice, able to deliver its contractual obligations, while ensuring patients are treated safely and efficiently . Provide information and professional advice to the Board and Council on corporate and managerial matters within the organisation. Ensure that ELMS Board and Council, in conjunction with the Company Secretary, are properly advised on major issues, practices and policies affecting the organisation, including national or regional developments. Take a lead on identifying new business opportunities, including but not limited to tender and procurement opportunities, and lead on the development and submission of new business tenders. 2. Delivering a Quality Service 2.1Service Management Oversee the management of ELMS operational unscheduled care services by working with the Operations Manager to plan and support ELMS 24 hour 7-day unscheduled care services includingthe planning of rotas, budgets and resources across the unscheduled care service settings to meet current and future demand. Support the Operations Manager in the management of the service as required. Work with senior management colleagues to ensure robust development and maintenance of quality governance systems and processes across ELMS services, including but not limited to: oReporting systems; oIncident reporting; and odealing with complaints Support the development and promote necessary policies and procedures and good working practice to support. To keep abreast of developing unscheduled care policy and best practice and support ELMS corporate and service development. In partnership with internal and external teams, collaborate on improving the quality of health care responding to local and national policies and initiatives as directed.2 2.2IMT and Clinical Systems Oversee the management of IMT budgets, including the selection and purchasing of appropriate hardware and software; ensuring software licensing laws are followed. To be responsible for operation of effective IMT systems in support of ELMS business systems and delivery of unscheduled and scheduled care services; including: other work of the IMT and data analysis function, to act as ELMS Senior Information Risk Owner with accountability for the organisations information risks policy, ooversee Data Security and Protection Toolkit accreditation and other such systems accreditations as are required for ELMS information governance compliance and accreditation. Help develop IMT policies and procedures relating to business and clinical systems to supportELMS commitment to Informational Governanceand the implementation ofeffective IMT system use. Liaison with system providers i.e. Adastra in service developments and relationship management. 2.3 Governance Support the development and maintenance of ELMS governance systems and policies to ensure ELMS can provide a safe and reliable healthcare service to patients and comply with its contractual, regulatory and statutory obligations. Support the Responsible Officer (ELMS Clinical Chair/CEO) and Company Secretary in ensuring all requirements of CQC registration are met as well as, health and safety, Mental Health Act 1983 and Care Standards Act, etc. Support the Company Secretary in ensuring all requirements of health and safety, employment legislation etc. are in place and adhered to. Maintain confidentiality at all times ensuring that ELMS Information Governance policies reflect best practice and statutory requirements and that you and colleagues adhere to all Information Governance and Data Protection standards. In conjunction with ELMS HR Manager, ensure that ELMS staffing policies and practice reflect best practice and statutory requirements including but not limited to, ensuring equal opportunity principles are applied at all times. 3. Performance and Systems Management Oversee the performance system providing analysis of ELMS service delivery Oversee and support the provision of routine and ad hoc key performance indicators information for ELMS. To oversee operational policies and procedures to support effective service delivery, in conjunction with ELMS colleagues., Develop effective methods of monitoring and quality assuring performance across ELMS servicesto ensure ELMS meets necessary service standards and complies with its duty of care. Implement, review and improve systems required to deliver overall performance, in conjunction with management colleagues, through improvement action plans Share systems knowledge and understanding within ELMS. 3. Leadership Work in collaboration with the Board and ELMS Council, the Executive and Senior Management Teams to support key deliverables across the organisation and provide an efficient and cost-effective service. Deputise for the Chief Executive Officer in their absence. Be responsible for the effective operational leadership and management of the company services on a day-to-day basis,covering management colleagues absence where other arrangements are not in place. Oversee the people management of the ELMS operational team in conjunction with ELMS HR Manager to ensure a stable and suitably skilled workforce to support service standards and capacity, which may change over time. Work in partnership with ELMS colleagues across different functions, levels and professions, as well as key external stakeholders to support ELMS organisational development and integrated working across the wider health care system. Professionally represent the organisation as directed by Clinical Chair/Chief Executive Officer. Work with the operational and clinical leadership team to developsystem pathways, fulfilling the responsibility of producing supporting paperwork and project managing rollout of new pathways and services. Liaison with local commissioners and service provider partners. 5. Communication Develop positive and effective working relationships with staff, clinicians, ELMS Senior Management Team, commissioners, other health care providers and other key partners to support an integrated approach to high quality patient care. Develop and reinforce the reputation of the company as a provider of high quality, effective clinical services by developing positive and responsive relationships with all external and internal stakeholders. Liaise with Commissioners, other healthcare providers and system partners to ensure high quality patient services are provided by the Company at all timesto achieve ELMS and joint objectives and provide complementary services taking remedial action as necessary and advising executive colleagues where necessary 6. Corporate Responsibility To undertake corporate projects in support of ELMS service or corporate development as directed by the Board or ELMS Council and/or in conjunction with the Executive or Senior Management team. Work as an effective and responsible team member, supporting others and exploring the mechanisms to develop new ways of working. Work as part of ELMS Executive and Senior Management Teams to clearly define values, direction and policies impacting upon care delivery. Be responsible for positive employee relations and where appropriate be involved in staff discipline and grievance issues. To co-ordinate and take responsibility for chairing meetings and other support meetings relevant to the post, and to represent ELMS as appropriate.
