Temporary Staffing Lead with North Staffordshire Combined Healthcare Trust in Stoke-on-Trent
Temporary Staffing Lead - fixed term until 31 March 2025 Band 6 £37,338 - £44,962 per annum This is a new post and links to ensuring there is sufficient capacity within our existing Temporary Staffing and E-roster team, which allows for dedicated and consistent focus on Temporary staffing requirements within the Trust. This includes ongoing and robust recruitment onto the Trust bank for HCSW's and Registered Nurses. The implementation of this role will also support the expansion of the bank into other professional staffing groups, including admin. You may be required to work flexibly to meet the needs of the service, however this ispredominantly a role which operates between 9am-5pm Monday-Friday. You will develop and deliver a consistent, cost effective and efficient temporary staffing service which is fully compliant with national and local policy requirements, NHSE best practice and professional standards to support the delivery of high quality care for patients, aligned to workforce demands and safe staffing requirements. Ensure that systems/processes are in place to support temporary workers to deliver high standards of care to patients, they are regularly reviewed and fit for purpose. Develop and improve the on-boarding experience for Agency and Bank workers. Ensure that all practices adhere to employment law, regulatory requirements and best practice to ensure that the organisation meets all requirements. The post holder will work in partnership with Safer Staffing, E-rostering Lead, Recruitment Manager, Finance and Medical Workforce Lead to ensure that systems, processes and management information are effective and robust allowing the collation of information as required for reporting requirements. They will ensure that full functionality of bookings, payment systems are utilised and system enhancements are regularly reviewed to ensure maximum efficiency, identifying cost saving opportunities where appropriate and ensure there is an effective temporary staffing resourcing process, implementing changes as necessary, ensuring written communications, guidelines, SOPs, intranet pages and training are produced, updated, implemented effectively and accurately. To support the Workforce Lead/Deputy Chief of People Services/Recruitment Lead to develop/ implement strategic, organisation wide resourcing initiatives aligned to workforce demands and future trends. To work proactively with managers to identify areas of staffing difficulty and emergency to address issues identified. Proactively engage/strengthen relationships with key stakeholders within the Trust to gain feedback on temporary staffing issues, any changes or improvements. About us Administration: The post holder will be expected to maintain the work plan, audits and additional project data on a variety of different systems including Microsoft Excel, Word, Power-point, ESR, +Us as well as other packages and systems as required. Be able to run regular reports to demonstrate project and KPI data as well as respond and provide ad-hoc reports and data when required. Respond to requests from Trust leads for information as needed. Contribute to the People Services Monthly Workforce Data pack. In addition manage the reporting requirements as defined by NHSE. There is also a requirement to write reports and demonstrate progress against work plans, identifying trends and hot spot areas, updating national reporting databases where required. General Duties: Ensure that KPIs are in place to monitor and drive improvements across the function. To ensure that there is a clear business plan in place for the function which meets organisational priorities and will deliver a high quality, efficient service. Produce high quality management information to Collaboratives to enable them to understand and manage their business effectively. To use project management skills to effectively plan the projects/work-streams to deliver on time, within budget and to an excellent standard. To take responsibility for the planning of the work of the work-stream and ensuring that this is delivered within the project timescales. Ensure that actions associated with the work-streams are appropriately assigned and completed, moving staff and requesting additional resource if required. Identifying any risks associated with projects or business as usual and ensuring these are raised with the Workforce leads and Deputy Chief Nurse as required. To uphold and cultivate the Temporary Staffing Team ensuring differing service needs are met across all staff groups. In partnership with operational leads/Safer Staffing Lead contribute to operational plans which require higher levels of workers e.g. summer holidays, winter pressures, elective recovery programmes etc. To participate in formal committees and meetings to report on and make recommendations relating to temporary staffing. To ensure core KPIs are met including bank vs agency ratios, response and turn around/conversion timeframes and complaints investigation. To work collaboratively with the regional and national counter-fraud teams. To be thefirst point of escalation for any concerns/complaints raised about temporary staffing and/or providers. Responsible for ensuring audit recommendations/actions are implemented in a timely manner and appropriate monitoring processes are established/maintained through regular compliance reviews. Finance: The post holder will be required to research costs associated with particular work-streams, obtaining quotes and placing orders as necessary. The post holder will have delegated budget responsibility and as a senior member of the team will pro-actively contribute to Trust cost improvements. The post holder will work closely with operational leads to influence and support delivery of Collaborative CIP and contribute effectively to the Trust agency and bank spend reduction plans. The post holder will manage the temporary staffing budget and will be responsible for maintaining payroll spend of the team ensuring it is within budget. The post holder will work closely with procurement and contribute to wider Trust discussion/meetings/decision making about the impact of temporary staffing costs. Research: Reflect on survey information considering impact and potential opportunities. To stay abreast of advances in technology, NHSE and framework mandates and other temporary staffing methodology. Data: To manage and oversee the development of relevant workforce data/narrative relating to recruitment and contributing to workforce planning. To develop targets for the programmes, sharing and learning from good practice. Using the information from Staff Surveys, The NHS People Plan, NHSE and other key documents/ policies to influence practice. Leadership: To provide management and leadership to the Temporary Staffing Function and ensuring that all team members have clear objectives and a clear understanding of their roles and what is expected of them, providing them with the skill and confidence to perform to a high standard through regular team meetings, supervision and appraisal. To deal with sickness absence and any performance management for the team in line with Trust policy. Act as an authorised signatory approving budget purchased within designated responsibility and ensuring expenditure is kept in line with the available budget. Ensure that the work of the service is planned to allow flexibility to cover for peaks in work and cover for annual leave and sickness etc. Ensure compliance with statutory and mandatory training. The post holder will be required to develop and produce a range of training materials and courses for managers. To provide cover for other members of own team and also wider People Services Team Leads as appropriate.
