Business and Service Improvement Manager with Oxleas NHS Foundation Trust in London
We are a large Directorate covering Adult Community Mental Health services, Adult Learning Disability services and Adult Autism Services across three South East London Boroughs, Bexley, Bromley and Greenwich. With over 1000 staff and budgets in excess of £24m we are a busy directorate with huge opportunity for a varied and interesting workload. The post holder has responsibility for the management, and successful delivery of all operational aspects of business, finance activity, and performance management for the Directorate. They are responsible for the strategic planning of all aspects of the business agenda. They have responsibility for taking necessary action to ensure that the Directorate's service is delivered within the budget available, and for negotiating and managing associated income streams. The post holder has line management responsibility for the Business Office team, project team and are responsible for the Directorate's support services. The post holder will lead on all aspects of financial and business negotiations with Commissioners and Local Authorities alongside the leadership team. The post holder must work autonomously in decision making forums and work independently with Directors and senior staff. They are an integral member of the Senior Management Team and lead on the delegated areas, specifically contract negotiation, monitoring, and financial and information management. You will assist the Service Director and Clinical Director in developing new services and initiatives, and in influencing relationships with key external stakeholders. You will lead on the delivery of a service improvement programme, as prioritised by the Trust's service improvement programme agenda, and local service priorities and take a leading role in developing and implementing local service changes for the Directorate by taking management responsibility for all improvement activities. Take delegated responsibility, on behalf of the Service Director, in negotiations with Commissioners and Local Authorities for the commissioning of services, decommissioning of services, funding and contractual and service level agreements, with responsibility for successfully managing and maintaining income. About us Develop a clear understanding of all aspects of service delivery and ensure that the business agenda promotes service delivery and improved care for patients. Have responsibility for co-ordinating the strategic planning processes for the Directorate, incorporating all aspects of the business and service delivery agenda. Directing and ensuring the delivery of a number of disparate work streams across clinical teams, in conjunction with the appropriate Service Manager or Professional Lead. Provide formal presentations, on complex financial and service proposals, to Trust wide and Directorate management boards. Manage the Directorates central budget and ensure proactive steps are taken to reduce overall expenditure. Identify and manage procurement opportunities to reduce overall costs of the service, increase productivity and efficiencies and liaise with the corporate procurement process. Provide leadership and management of specific Trust wide programmes of work aimed at delivering a co-ordinated approach to managing resources and minimising risk. Direct and advise the Directorate Senior Management team on processes and systems to manage and minimise the Trusts exposure to financial risk. Line management responsibilities for key staff in the business and Performance Team and the Directorate EA/PA Team. Lead the Directorate response to procurement opportunities and actively look for new opportunities for the expansion of the business of the Directorate. Lead on a range of service improvement projects across the Directorate and develop policies that support implementation of improved operational processes and systems. Lead on the design and development of programmes to support the delivery of Oxleas priorities, Directorate priorities, NHS targets and other service priorities. Co-ordinate identified work streams through the use of skilled facilitation and project management, to deliver the Trusts and the Directorates service priorities. Provide support and training to managers and front-line staff in the use of effective service improvement techniques and evidence-based approaches to managing change. Lead development of and testing of new ideas and approaches that can support the Directorate deliver improvements. Overall responsibility for the financial management of the Directorate, putting corrective measures in place or identifying, developing and negotiating new income flows where necessary. Manage and maintain financial systems which will enable the Directorates services meet their financial targets. Take appropriate action to ensure that all budgets are properly managed by delegated budget holders. Manage the functions of the Business Office team and oversee the delivery of accurate and timely financial information to support the budgetary and business planning process. Take lead responsibility for the co-ordination of the Directorates financial reporting to external bodies such as SEL and Local Authorities. Leadership Lead on the development of an overall financial management strategy to address key areas of financial risk for the Directorate, working with the Service Director, Clinical Director, Associate Directors, Service Managers and the assigned directorate Senior Finance Manager to ensure that services are delivered within the budget allocation and meet Trust financial cost improvement targets. Lead on the development of detailed plans to deliver CIPs targets and cost pressures and identify potential areas for efficiency and improvements. Lead on the development of a financial reporting process that dovetails with the service performance and clinical information reporting systems to ensure a comprehensive strategic overview is provided to the management team. Take a leadership role in the development of business cases, both to secure new funding sources in order to deliver services, but also in response to tender applications. Lead on complex change management programmes within the Directorate, working across service areas, with clinical teams and managers to improve delivery of services and outcomes for service users. Collaborate with corporate colleagues to develop and improve the use of new technologies to support and increase the productivity of service delivery and procure new services or supplies and ensure appropriate contract monitoring arrangements. Own and manage the directorate Risk Register Health & Safety leadership for Community Mental Health Teams Communication Key working relationships with Directors, Executive, Business Managers in the Organisation, Senior Management Team, corporate support department(s) teams and senior staff including Commissioners, Local Authorities, GPs and also with voluntary organisations
