The post holder will own and manage the contractual relationships for both the PFI and non-PFI estate, ensuring that all contractual arrangements meet the standards expected, whilst providing high quality and value for money. This role will liaise primarily with the senior managers withinProject Co (Sempirion Asset Management) and the maintenance provider (Rydon) and act as the senior client in negotiations and performance management activities. This role will also ensure that all applicable statutory and mandatory obligations are met, and that the Trustspolicies and procedures are adhered to.
The Senior Contracts Manager is part of the Multi-Disciplinary Estates Team and reports to the Head of Business Management & Compliance. This role involves managing contractual relationships for both PFI and non-PFI estates, ensuring high standards and value for money. The manager will liaise with senior managers from Project Co and the maintenance provider , acting as the senior client in negotiations and performance management.
They will ensure compliance with statutory and mandatory obligations and adherence to Trust policies.
Key responsibilities include working with Estates colleagues and client teams across the Trust, managing estates capital projects, property, and energy/environmental initiatives. The role also involves engaging with AWP customers, partners, tenants, and occupiers to deliver high-quality services and drive efficient use of the Trust's estate. Additionally, will play a significant role in estates rationalisation, preparing business cases for significant changes, and building investment cases in line with national guidance.
Work directly, at a senior level, with PFI partners to ensure the facilities and services are compliant with the Project Agreement and deliver the desired outcomes for the Trust.
Responsible for the management and ongoing development of the PFI and non-PFI contracts on behalf of the Trust.
Manage the PFI and non-PFI contracts and develop collaborative contractual relationships with the Service Providers.
Ensure systems to ensure robust governance and compliance of the relevant PFI Project Agreement and non-PFI contract schedules.
Review and manage financial schedules within all estates contracts and liaise with accountants and business managers as required.
Provide direct line management support for Assistant Estate Officers, team administrators.
Work in a strong and effective corporate manner with key stakeholders to identify commercial opportunities and safeguard the Trust against contractual risks in a politically sensitive and contentious environment.
Build compassionate, understanding, and influential relationships with staff at all levels to ensure escalated issues are resolved and desired outcomes are achieved.
Monitor and review the compliance and performance of the PFI and non-PFI assets to ensure optimal availability and compliance of the Trust Estate.
Support and work in collaboration with the Operational teams and third party providers to facilitate access for uncompleted PPM tasks, inspections, risk items and other considerations.
Ensure the annual authorising engineer compliance audits are received for the PFI and non-PFI estate and that any actions are completed within agreed timescales.
