Specifically, The Permanent Secretary
- Supports and advises Ministers on the Government’s ambitions and objectives for the health and social care system, responsible for delivering the Government’s health Mission and playing a key role in supporting Growth.
- As Principal Accounting Officer, is accountable to Parliament for the department’s performance and expenditure (noting the significant budgetary responsibility of around £192 billion DEL budgets - this includes c£180bn RDEL and £12bn CDEL). To do this successfully the Permanent Secretary will have the breadth and depth of experience to fulfil the significant Accounting Officer responsibilities, including the ability to interact confidently and expertly with HM Treasury counterparts.
- Provides strong leadership to the department by translating Ministers’ ambitions into a clear vision to staff, setting a direction for that vision and ensuring the department is organised, resourced and motivated to deliver its priorities.
- As head of the Executive Committee, manages, motivates and engages staff to develop their capability and be a role model for the values of the Civil Service, reinforcing and supporting a culture of continuous improvement, high performance and excellent delivery.
- Provides oversight of the department’s Arm’s Length Bodies, ensuring they use their resources effectively in the delivery of the government’s aims.
