The position will be responsible to the Head of Performance and Planning and accountable to the Assistant Director Planning and Performance.

Please note: The team currently works Mondays and Tuesdays at NWL ICB Marylebone Road office and flexibly Wednesdays, Thursdays and Fridays (e.g. working from home) as business allows.

An exciting opportunity has arisen for a highly motivated and skilled individual to join the NW London ICB performance and planning team. The performance & planning team work closely with colleagues across the ICS to effectively understand performance (ICS objectives, strategy & programme deliverables) and support evidence-based improvements across providers.

Job summary:

Working with the Head of Performance & Planning, support the implementation and management of the NWL System Oversight Framework across NW London NHS providers (acute, community, mental health, primary care and LAS).

Ensure the effective management and the development of system oversight meetings in NWL. This will include:

oEffective administration, including a yearly meeting schedule agreed with executive teams (ICB and provider) and timely high quality papers. This will include agendas, key areas of focus, provider packs, chairs briefs and minutes.

Working with the Head of Performance and Planning, support the implementation of the NWL System Oversight Framework (Performance Management) across NHS providers (acute, community, mental health, primary care and LAS).

oBuild, develop and manage collaborative relationships across the health system.

oAllocate resources required to manage the SOM process

oEnsure providers are aware of the reporting requirements and timescales.

oMaintain and develop effective working relationships with providers, programmes and wider teams

oDevelopment of evidence-based key lines of enquiry, with inputs from senior stakeholders e.g. finance, workforce, quality, programmes and boroughs.

oLiaise with reporting analysis members to identify key areas of concern that could be considered for inclusion within the key lines of enquiry.

oDevelopment of high quality SOM data packs, within the required timetable that provide an overview of assurance, mitigation and actions.

oRequirement to provide or receive highly complex and/or contentious information presentation and persuasive skills required.

o Analyse and interpret a complex range of facts or information

oDevelopment of comprehensive Chairs briefings for the SOM Chair (ICB exec. member).

oDrafting of high quality SOM notes and actions, ensuring the appropriate senior sign-off.

oFollowing SOM meetings, liaising with the appropriate person to answer question/resolve issue for the ICB actions.

oRoles responsibility for the interpretation and implementation of policies and guidelines

oEscalate to the Head of Performance & Planning where reports have not been received to agreed timescales.

oCollation, checking and circulation of SOM papers (pre meet and meeting)


Regional / national meetings and returns e.g. NHS England

Liaise and work with providers to ensure timely completion and validation of returns.

Work with NWL leads to collate and develop assurance presentations for NHSE/NWL Focus Group meetings.


Review of national platforms and datasets

Access and keep up-to-date with national data platforms and datasets (e.g. Foundry), determining NW Londons position against benchmark data and review against programme plans.


Programme management

Lead key programmes of work as directed by the performance and planning team priorities. This includes:

oEstablishing a clear programme of work and set of deliverables, articulating outcomes and benefits that will be delivered (clinical and financial), timescales for delivery and resources required.

oManaging projects and programmes to deliver to these agreed outcomes and timescales.

oEnsuring that the programme has robust management structures and processes including: delivery plan, risk and issue management, governance, reporting, change management, dependency management.


Staff Management

Complete appraisals and objective setting for direct reports and supporting staff development.

Demonstrate leadership in supporting development of team members to achieve their potential

Provide a coaching approach to encourage others to develop and actively create opportunities to enable everyone to learn from each other

Line management responsibility for direct reports.

Manage staff recruitment processes.

Where necessary, proactively manage poor performance, grievance and disciplinary issues in a sensitive and professional manner.
