Oversee strategic workforce planning, ensuring the staffing needs are met both now and in the future.

  • Be the first point of contact for Practice Managers with regard to the delivery of PCN projects/schemes and workforce.
  • Analyse service specifications, performance indicators, and data collection requirements to inform the design of new PCN services.
  • Develop job descriptions, person specifications, and manage selection and recruitment activities for new roles and services, ensuring the PCN's workforce needs are met effectively.
  • Support service delivery by being the conduit between the service provider and the PCN and its member practices, thereby ensuring integration of new staff into existing teams and working processes.
  • Develop metrics and other arrangements to support the recruitment, retention, and development of PCN staff, ensuring that workforce management aligns with the strategic aims of the PCN.

Knowledge/Skills/Other

  • Essential:
  • Be able to speak confidently on a range of workforce management and HR topics, with the ability to provide advice on national primary care regulations, policy, and development.
  • Be proficient in the use of Microsoft Office products.
  • Be computer literate, able to operate commonly used IT packages, and manage their own IT system with support from the IT provider.
  • Be able to identify clear priorities for action while managing multiple stakeholder expectations.
  • Be a highly effective communicator and self-motivated, with the ability to work on your own initiative, managing agreed work programme areas to tight timescales, while being flexible and adaptable to handle multiple and demanding agendas.
  • Be politically sensitive with highly developed diplomatic skills, and be able to identify issues which may cause political sensitivity, escalating or managing these appropriately.
  • Have the confidence to work with and challenge, if necessary, the PCN Clinical Director, the Board, and practice managers to ensure that workforce and HR goals are achieved on time and to a high standard.
  • Be able to deal with complex problem-solving situations related to staffing and workforce challenges, using initiative to ensure implementation on the ground is not affected.
  • Be aware of and understand data protection implications, managing information appropriately at all times.
  • Primary Care experience and experience in General Practice is a must
  • Have an understanding of and experience in the NHS, with extensive knowledge and understanding of the roles of NHS organizations and the primary care sector.
  • Have experience in developing primary care provision at scale, for example, working with a federation or collaboration of general practices.
  • Have experience in building and maintaining working relationships with local and national stakeholders, demonstrating effective influencing, negotiating, and facilitation skills.
  • Have experience in managing workforce-based projects within tight deadlines, ensuring successful implementation of complex primary care-based initiatives.
  • Have a good understanding of other primary care providers and stakeholders, such as the LMC, Kernow Health CIC, and the ICB.

Desirable:

  • Knowledge of the regulatory and contractual frameworks for primary care contracts such as LES, DES, and QOF.

We are seeking individuals with managerial experience who are looking to expand their leadership skills, with a focus on workforce management. In this role, you will work closely with the Multidisciplinary Team (MDT) to promote integrated care and collaboration, driving improvements in patient outcomes. This is a part-time role of 15 hours per week for a 12-month fixed-term period and will be shared with a colleague who is covering a secondment.

This role is integral to the continued development and success of the Primary Care Network.

Responsible for providing operational management support to the practices within the PCN.

Will form an integral part of the PCN leadership, working alongside the Clinical Director and the PCN board members.

Act as the main point of contact for expertise, coordinate the successful achievement of all PCN DES contractual requirements, support the translation of national and local policies into meaningful changes, and foster collaborative working between multiple organizations to achieve improved outcomes for the local population.

This role is focused on workforce management, with particular responsibility for recruitment, training, staff development, and HR processes, ensuring the PCN maintains a high standard of staffing support across its member practices.
