Director of Infrastructure Development and Site Services

This is an exciting time to join University Hospitals Plymouth NHSS Trust as we build our new Emergency Department, open an additional Urgent Treatment Centre and implement our Electronic Patient Record: these are once in a generation changes for our NHS in the South West and we are seeking a highly experienced and motivated Director of Infrastructure Development and Site Services (DDIS) to lead our strategic planning, project delivery and stakeholder engagement for a range of infrastructure projects. You will be the key driver in ensuring the successful implementation of our ambitious infrastructure plans contributing to the growth of our hospital sites.

As the Director accountable for Estates & Facilities, the DIDSS will be responsible for the on-going development, implementation and support of many complex solutions for the delivery of estate strategy, facilities management and engineering services across the entire property portfolio.

The DIDSS will also provide oversight and scrutiny of the delivery of the Trusts capital programme, ensuring that benefits are delivered, and Trust wide infrastructure risk is clearly identified, and managed. Alongside this, the DIDSS will provide advice on commercial contracting arrangements across the organisation.

To take lead responsibility for the Estates Development for major capital projects, ensuring the effective planning, development and financial management of all services provided.

Establish and drive a robust governance process that provides assurance to the Deputy Chief Executive on the emerging estate infrastructure strategy and plans, and on the development and delivery of capital business cases through to realisation.

Manage the tension between the short to medium term clinical and infrastructure priorities and the long-term hospital redevelopment plans and be accountable for ensuring that the resulting risks are understood and are appropriately managed and mitigated where possible.

Support the development of a clinical strategy that underpins the development of business cases for hospital infrastructure and use this to develop the vision and roadmap for the future estate infrastructure required, leading on the development and management of plans to develop the hospital site in line with this programme.

Provide and receive highly complex information, communicates Estates & Facilities policy, technical information to Senior Managers, and conduct high level negotiations with contractors, consultant parties, local authority officers and other external bodies.

About us

The Director of Infrastructure Development and Site Services (DIDSS) is a senior leadership role and leads the planning of the development of the estate to deliver the Trusts clinical and operational plans, in line with the strategic development plan for the UHP sites. This requires responsibility to ensure models of care are patient centric, digitally enabled, financially sustainable, drawing on best practice (nationally and internationally), and delivered in facilities appropriate for future health care needs from capital and infrastructure requirements. Reporting to the Deputy CEO, the DIDSS will ensure that all appropriate stakeholders, are engaged in the development of future capital developments which are either the responsibility of UHP or have a UHP contribution, and there is comprehensive engagement with key stakeholders and alignment across both the local system and wider peninsula. The DIDSS will ensure robust governance is in place to oversee the development and delivery of all future capital infrastructure developments, whilst ensuring investment in the current infrastructure is maintained. The DIDSS will advise the Deputy Chief Executive on matters of Estate Infrastructure, Facilities Support Services and Estate Infrastructure Development, supporting Care Groups and ensuring clinical services can be maintained and developed. The DIDSS will be an influential leader in the local health economy, helping to shape service delivery models and the necessary health infrastructure required, whilst also increasing environmental and social value.

The DIDSS will identify opportunities for transformational change, and the postholder will work closely with the Chief Executive, Deputy Chief Executive, Trust Management Board and Patient Council and senior clinicians, building and maintaining a broad portfolio of relationships and engagement locally, regionally and nationally, across health, social care, local authority, political, private sector, academia and the public to develop and implement the Trusts transformational ambition and ensure the overall integrity and coherence of the infrastructure development programme, including alignment with system partners. The DIDSS will be an ambassador for the infrastructure development programme and for promoting and encouraging innovative new ways of working.

The DIDSS will lead large scale strategic change, be accountable for the coordination and successful delivery of the whole of the infrastructure development Programme and its intended outcomes and objectives, the management of inter-dependencies and identification and mitigation of key risks. The DIDSS will work closely with the Deputy Chief Executive, who is the Senior Responsible Officer for the New Hospitals Programme delivery, and with the New Hospital Programme team, who are accountable for the delivery of the new Emergency Care Building, who report separately to the Deputy Chief Executive.

The post holder also carries significant responsibility for financial management (capital and revenue) and regulatory compliance and is accountable for the establishment and delivery of both the Trusts estates and facilities strategies. These strategies will include emphasis on the quality and safety of the estate now and into the future, and the delivery of support services that ensure the provision is patient centred, appropriate, safe, effective and efficient quality and achieved within the resources identified. With Finance colleagues, the post holder will jointly oversee the delivery of the Trusts capital programme, providing leadership support to enable clinical teams to deliver robust business cases, and providing scrutiny and oversight of delivery.
