The Oldham Urgent and Emergency Care Team are looking to appoint an Urgent and Emergency Care Lead to work in the Oldham locality. This is a fantastic opportunity for an experienced manager with a strong health and social care commissioning background to join the UEC team during an exciting time of transformation.
The successful candidate will support work across a range of functions in Oldham Cares and the Strategic Commissioning Function to support performance, change and service management. The post holder will support the delivery of financial and operational performance of services within Urgent and Emergency Care (UEC) including ownership of key performance standards and measures for the area.
You, working alongside colleagues and clinical leads, will project manage a variety of major and minor service improvements across the local health economy.
You will develop and maintain strong relationships with external agencies for example local providers (e.g. hospital, primary care, community, independent sector and third sector providers) and other commissioners (e.g. OMBC and NHS Greater Manchester).
You will develop and utilise a combination of subject matter expertise relevant to the projects and technical (commissioning, programme management and service improvement) skills to ensure delivery of elements of the Locality's strategic plan
The UEC lead will support with the development programme and delivery plan for the designated specialty areas on behalf Oldham locality and Delivery & Transformation function
Lead the development of the UEC and transformation programmes associated with the designated specialty areas
Represent the Locality and NHS Greater Manchester in forums associated with projects and play a key role in communicating on behalf of the Locality and NHS Greater Manchester with other agencies.

KEY DUTIES AND RESPONSIBILITIES

Develops effective working relationships with member GP practices of the Locality, along with other providers, to improve the quality of care and service delivery in Oldham.
COMMUNICATION

INFORMATION RESOURCES, ANALYSIS AND DECISION MAKING
Utilises national and local information systems to view, input, retrieve and analyse data, such as the Electronic Referral System (e-RS), GMHSCP Tableau site.
Supports the development of dashboards which draw together complex/highly complex quantitative and qualitative commissioning intelligence, including epidemiological, service utilisation, financial, patient outcome and service quality information.
Regularly uses computer software to develop or create statistical reports requiring formulae.
Ensures that own commissioning projects develop and continually review key performance indicators, goals and outcomes and that these are regularly reviewed and reported as appropriate.
Uses relevant IT system(s) to accurately record activity/data as appropriate for job role within an agreed time frame.
Interprets data (numerical and non-numerical) from various sources to make recommendations to support commissioning decisions and direct resources, sometimes on contentious issues where there are different professional opinions.
Makes judgements on complex data/situations/facts for own project areas.
Provides challenge and support in relation to proposals from providers regarding service changes.
Draws out themes from communications with providers to highlight issues.
Determines information requirements to support commissioning projects and to best support decision making at public, stakeholder and decision-making meetings.
Advises and leads on the development of statistical reports requiring formula and queries for example analysis of unscheduled care data, GP access rates, Oldham Standard analysis, etc.
Receives, reads and draws out themes from submissions of provider audits and other reviews of patient pathways and experience. Reports findings to colleagues, agrees actions and feeds back to stakeholders.
PLANNING & ORGANISATION
Project manages service improvement projects:
Lead manager for project steering groups:
Works closely with clinical leads and / or managers who chair these groups,
Identifies and supports other leaders within these groups,
Develops terms of reference for these groups,
Ensures groups prioritise effectively and develop robust action plans to ensure strategic and operational plans are delivered,
Ensures that due process is followed for the ratification of strategies, plans, business cases, etc. and that conflicts of interest are appropriately managed.
Develops and delivers project and operational plans, identifies potential impacts on the wider organisation, resource requirements and builds in contingency and adjustments as necessary.
Regularly produces written and verbal reports on the progress of projects and their implementation, and on the services commissioned by the Locality and NHS Greater Manchester. Presents these reports to various internal and external forums.
Establishes and supports sub-groups and working groups to take forward aspects of projects.
Represents Locality and NHS Greater Manchester in external groups and committees, provides support and advice to other partners in respect of strategy and identifies issues to be communicated internally.
Supports the development of neighbourhood/primary care network level plans with member practices and, where appropriate, other stakeholders.
Acts as key contact for GP practice staff in assigned neighbourhoods in the event of queries relating to locally commissioned services, performance processes, commissioning strategies, etc.
Contributes to, the Locality operational plan by drawing out themes from communications with practices to highlight issues.
Works with Oldham Locality partners to ensure that local services effectively meet the identified future healthcare needs of the Oldham population.
PATIENT/CLIENT CARE
Provides general non-clinical advice to patients, clinicians, managers and the public in relation to a range of issues specific to individual patients (e.g. complaints, significant events, funding decisions, referral systems, eligibility for services and Freedom of Information requests).
Ensures patient needs, experience and outcomes are central considerations guiding service improvements.
Supports patients to be appropriately involved in projects.
POLICY & SERVICE DEVELOPMENT
Develops project plans and policies in line with Locality and national long-term strategies.
Ensures relevant national and local standards are built into project plans and included in service specifications and performance management arrangements.
Supports robust analysis of qualitative and quantitative evidence and identification of the future health needs of the population of Oldham to inform project plans.
Leads the development of bids for funding in partnership with stakeholders.
Ensures adequate performance management of services including review of outcomes against expected deliverables.
Supports and encourages stakeholders to work collaboratively
FINANCIAL & PHYSICAL RESOURCES
Leads the development of service specifications with internal (i.e. member practices) and external providers (e.g. Acute, Primary Care, Community, Independent Sector and the Third Sector).
Makes recommendations in relation to elements of contracts with providers (e.g. CQUINs, Locally Commissioned Services, etc.) This includes being involved in disputes with providers.
Works with other commissioners to develop integrated strategies and plans.
Maintains financial control and implements interventions to restore budget balance.
Identifies resources currently utilised for specific services or resources required for services (e.g. through service reviews and the development of business cases.)
Identifies opportunities to release resources through the development of quality, innovation, productivity and prevention plans.
