To ensure the delivery of PMLs operational services contracts, attend contract reviews and lead contract negotiations.


Operational Management

  • To lead the delivery and operational management of General Practice services provided by PML, this will be done via visible, personable on-site leadership across all the PML General Practice services now and in the future
  • To ensure the delivery of all operational priorities, targets to time and within budget
  • To ensure all services are appropriately running both clinically and non-clinically working where necessary with the Medical Director
  • To develop and embed systematic aligned policies and procedures across PML General Practice allowing for scale where required and localisation where necessary
  • To ensure the seamless provision of high-quality integrated health and social care to patients and their carers, fulfilling all obligations under the agreement(s)
  • To ensure the delivery of PMLs operational services contracts, attend contract reviews and lead contract negotiations
  • Promote joint working across all PML services and departments and other agencies to maximise the provision of effective services. This includes leading senior management teams once a month hot topics / problem solving huddle
  • Support the Executive Team in negotiation with contractual bid/tender processes
  • Enable the meaningful involvement of patients and carers in the development, delivery and feedback of PML Primary Care services.
  • To lead the services in operating in a community-orientated culture to promote social inclusion and support for registered populations taking into account the characteristics of the local community
  • Responsible for carrying out development well led reviews of all services under the ownership of this role
  • To ensure managerial cover is functional and in place in the services
  • To ensure the prompt and effective investigation of allegations or reports of abuse of any service users in line with national and local policies, procedures and standards


Quality

  • Undertake regular CQC well led assessments of the leadership and management within General Practice taking advice and guidance from PMLs Director of Quality
  • To, with the Quality Director lead on the development of the Operational Directorates Quality Assurance programme which includes embedding peer inspection, audit, quality improvement and a strong culture of openness, transparency and strong governance
  • Working with the Medical Director, Director of Quality, Clinical and CQC Leads to ensure robust clinical governance systems are in place and maintained to maximise the clinical effectiveness of services consistent with national standards and NICE guidance
  • Ensure the effective working of clinical governance system and processes within the service including the provision of timely, relevant and accurate information to support assurance requirements e.g. CQC, Infection Control, Health & Safety, Complaints, etc. Please note that whilst the Director of Quality leads in this area to ensure operational services are safely, effectively and responsively ran to high quality standards and within budget, this needs input from the Director of Primary Care
  • Ensure appropriate identification , tracking and mitigation of service risks through the PML risk registers reporting into the PML board
  • To implement an annual improvement plan, consistent with CQC standards and be accountable
  • Lead, as appropriate on complex investigations as necessary and advise on terms of reference for complex investigations. Provide advice on implementation of remedial actions identified because of clinical incident and complaint investigations and take lead on action plans where required.
  • Act as a CQC registered manager.


Management of Resources

  • To support the Director of Finance as required to establish and agree income and expenditure budget plans
  • To lead the Operations Management Team in delivery of priorities, contracts and services within agreed resources including the development of a robust annual plan.
  • To monitor resource consumption against plans and to identify variances from budget, to identify and implement agreed action/contingency plans to tackle variances.
  • To ensure the implementation of all statutory requirements, PML policies, renumeration committee policies and procedures across all operational services
  • To lead on the development of the operational directors annual Financial Viability Plan.


Workforce

  • To manage and supervise the senior managers and to have active input into the management of the clinical leads along with the Medical Director and GP Clinical Director
  • To develop a cohesive, motivated high performing operational management team ensuring the effective leadership of all staff this includes ensuring that all staff are receiving monthly 1:1s and professional supervision where that is necessary
  • Ensure that an effective and robust system of appraisal is in place and functioning for all general practice staff consistent with PML policies and procedures, with appropriate action and follow up taken including the identification and provision of Personal Development Plans
  • To, with People and Culture colleagues, ensure that the key messages from the Annual Staff Survey are widely understood and that action plans to address issues that need further development are produced and acted upon.
  • To act on the monthly workforce report where particular services are seen to be out of normal service ranges with regards to vacancy rates, sickness rates and turnover rates
  • Work with PML cross service and department in the recruitment, training and management of all staff ensuring the workforce has the skills, expertise and motivation to deliver high quality care services
  • Instil and maintain a positive, dynamic and proactive culture within the all operational services
  • To talent manage and develop future leaders
  • To prepare others for change through effective personal and professional development programmes
  • To ensure processes and systems are in place to effectively manage disciplinaries and grievances across the borough in accordance with PML. This includes acting as the organisational lead for hearings and final outcome.


Performance Monitoring and Management (corporate responsibility shared with Director of Finance and Performance and Director of Quality)

  • To support in the gathering, provision and use of accurate, relevant and timely reports to monitor service performance by which to hold practices to account and evidence success
  • To identify variances and to agree corrective actions consistent with requirements. This includes generating remedial plans and keeping the board appraised, here working hand in hand with the Director of Finance and aligning to risk registers
  • To review the quality of all PML Primary Care services utilising individual Service reports.
  • To make recommendations to improve services where required
  • To ensure that information technology is used to its fullest potential to provide management information and to inform future service delivery this includes rota master and the in-development performance management system
  • To operate as a member of the governance group, service clinical governance groups, service operational groups.


Strategic

  • Working closely with the CEO, lead and sustain our relationship with commissioners, providers and system leaders in relation to the operational services for which this Director is responsible
  • To be responsible for producing an annual service plan for the services working in collaboration with them which meets the needs of staff and patients and aligned to regulatory and system requirements as well s PMLs overall Strategies
  • Lead collaboration with member practices locally, on the development of products and initiatives that will directly improve and benefit practices and patients
  • Deputise as chair of the NONG meeting in the absence of the medical director
  • Lead the development of new services across primary, community, mental and urgent care to support business development and sustainability in PML General Practice
  • All directors of the PML board are expected to act as a senior responsible officer for the development and delivery of specific projects falling out of the annual planning process and these will be agreed with post holders as part of the planning round.

Director of Primary Care
, accountable for the delivery, success and growth of PMLs Primary Care Operations. This is a Board level appointment that also offers a unique opportunity for the right candidate to oversee a growing operation, helping to set the strategic direction in the PML primary care portfolio and also support and innovate with our growing teams, looking to the future of patient care.

Your experience base will be a blend of formal strategic business management training where you will be bringing in leading edge strategic and business approaches and blended with sound clinical experience as a registered GP with a background in the delivery of successful General Practice. This will have provided you with the insight and drive to introduce clinical transformation, building on the current diverse clinical teams to extend and improve quality of services to patients. You will champion the future development of our practices and other primary care projects and integrated services as part of the local health economy, working alongside the other PML executive directors, practice management teams and key stakeholders.

The staff work environment and service provision is provided from pleasant and modern accommodation within an inclusive culture. Our executive team work from newly refurbished premises at our head office in Bicester. Banbury Cross Health centre (BCHC) runs out of purpose-built premises at South Bar House in Banbury, while Cowley Road Medical Practice (CRMP) is based in the more recently built East Oxford Health Centre in Oxford.

Our primary care service has grown significantly over the last 2 years and we envisage this expanding further over the next few years. Our original practice in Banbury has grown from 6,000 patients to 42,000 patients following the merger of 3 practices. Very recently we have added the Cowley Road Medical Practice (with a list size of 7,600) in Oxford to the PML family. Both practices are rated good by the CQC and are members of their respective PCNs, with BCHC being a PCN in its own right.

Research and training are key features of our general practice services and we have ambition to become a centre for training and research excellence. Our newer GPs are also offered a mentoring service provided by our more experienced GPs.


Job Purpose

To provide Executive oversight of our current Primary Care operations and help shape the strategic growth and direction of PML primary care, across Oxfordshire and Northamptonshire. The role is to oversee the overall operation of primary care services across PML.
