An exciting opportunity has arisen for a Senior Performance & Planning Manager to join the Wakefield Data & Analytics Service, part of NHS West Yorkshire ICB to be the senior manager responsible for leading, developing, implementing and managing the ICBs process for operational planning and performance reporting.
The role will play a significant role in helping shape the Wakefield District Health and Care Partnership strategy, performance and outcomes framework and local delivery plans - supporting our ambition to drive data led decision making, ensuring insight is used to drive strategic planning and priority setting.
We are looking for someone with excellent organisational and communication skills with a sound knowledge of performance reporting and NHS Operational Planning.
Through stakeholder liaison and excellent organisational skills, you will lead and coordinate the production and delivery of the components associated with the annual planning process, corporate performance reporting structure and support the prioritisation and delivery of business intelligence to key transformational delivery groups.
You will coordinate the annual planning process ensuring that this work supports the delivery of the Wakefield District Health and Care Partnership Strategy. Be responsible for the development and submission of the NHS operational plan along with the coordination of performance and delivery plans for in-year assurance review meetings between place Accountable Officers and the regional planning team.
You will work closely with colleagues across the system to lead the co-ordination and development of plans to ensure they support the delivery of effective, value for money health services and specifically support a reduction in health inequalities within the population.
The postholder will work closely with stakeholders, transformation leads and the Strategy Team to support the prioritisation of tasks delivered by the function, ensuring that work undertaken is aligned to delivering our strategic goals.

Performance
Line management responsibility for staff within the Team who directly support the performance and planning function.
Develop and deliver effective performance management reporting, in relation to the delivery plans of the ICB and its partner organisations, as part of an integrated partnership.
Critically examine and review the performance reporting suite to ensure it meets user requirements, reflects national policy changes and conforms to best practice.
Working closely with the Strategy Team, devise a performance and outcomes framework for the Wakefield District Health and Care Partnership that aligns to the Partnerships aims and objectives.
Support transformational leads in their performance management functions by analysing and presenting complex facts and data in a meaningful and understandable way.
Work closely with business intelligence colleagues to understand and interrogate internal and external information to ensure the ICB has a good understanding of performance and best practice and to make recommendations on areas for improvement.
Provide information and analysis, as appropriate, for Partnership wide assurance meetings with NHSE and the WY ICB to demonstrate the robustness of performance reporting and grip of the integrated partnership.
Responsibility for the development and timely submission of appropriate returns to NHSE and the WY ICB regarding performance.
Lead as required the Wakefield ICB relationships with NHSE with respect to performance analysis and reporting.
Represent Wakefield at NHSE and WYICB level planning and performance meeting.
Responsible for communication and coordination of national performance updates and requirements within the Wakefield system.
Contribute to the production of the performance reporting as required for local and national requirements, including the coordination of programme highlight reports and performance narrative for inclusion in local and regional performance briefs.
Manage the assurance and escalation of performance and planning reporting for the ICB, providing a critical link between Transformation Delivery Collaborative and the ICB SLT, sub-committees, and other partnership forums.
Presentation of the performance report and planning updates at Senior Leadership Team, formal Committees and Partnership Board.
Escalate any under-performance to Senior Leaders or associated Transformation Leads to ensure key risks are understood and actioned against.
Planning
Play a key role in ICBs Planning function. This will include managing the submission of NHSE operational requirements and cross-partnership working with other planners as a single unit of planning.
Coordinate and help deliver oversight of the Wakefield / ICBs one year Operational plans and Better Care Fund plans; including development, refresh processes and internal and external reporting.
Take a particular lead on key areas relating to commissioning, leading the development of complex trajectories, ensuring whole system sign-up through associated SLAs.
Ensuring the ICB planning process is aligned to the strategy and the work of the Transformation Delivery Collaboration and Transformation Alliances.
Represent Wakefield at NHSE and WYICB level operational planning meetings, escalating any local queries or issues and relaying national communications or updates with colleagues across the Partnership.
Interpret national planning guidance, ensuring it is clear and understood within the Partnership along with ensuring key performance reports are updated to reflect any policy changes.
Coordinate local planning meetings with key stakeholders and governance arrangements to ensure final plans are approved before submission.
Work closely with Mid Yorkshire Planning Lead and Strategy Team to coordinate the production of annual demand and capacity plans.
Use various data sources and techniques to produce five-year activity projections to support the design and delivery of future services.
Liaise with the contracting team to devise local provider activity plans and trajectories, combining provider activity plans to develop a place-level position.
Calculate the associated costs of the proposed activity plans to access and proposed risk to the delivery of the Elective Recovery Fund.
Deputise for the Head of Performance & System Intelligence for all performance and planning related meetings.
Business intelligence delivery management
Lead the planning, organisation and implementation of business intelligence strategies and programmes within the function.
Support the seamless delivery of other core business intelligence support functions within the Data & Analytical Service.
Coordinate and promote delivery of the Insight Portal with internal colleagues and system partners.
Lead the service in prioritising and managing its workload, ensuring requests are aligned to delivery of the Partnerships strategic plan.
Work closely with Transformation Leads to gather and understand their analytical and data requirements.
Champion the work of the Data & Analytics Service, ensuring data is being used to support data-led decision making.
