The role of Specialised Services Clinical Panel Member is to provide impartial, evidence based clinical advice and leadership to:
- support service innovation and transformation in clinical priority areas through clinical commissioning policy and service specification development
- The Clinical Panel member will:
- understand NHS England and specialised commissioning corporate priorities
- assess the research evidence presented, taking account of any specific expert clinical consensus advice provided in order to reach a judgement on the proposed policy / development or recommended actions
- provide clinical advice in developing specialised services commissioning products
- understand the need to ensure value in the use of NHS resources
- participate in web-conference meetings of the Clinical Panel, although extraordinary face to face Panels maybe organised.
- provide clinical advice as necessary in national Service Reviews
The appointment is offered on a remunerated sessional basis, for a period of up to three years, with an annual review of progress. Two PAs equivalent per Panel meeting (one for preparation and one for attendance) with employment remaining with the host organisation. Up to 12 Panel meetings (monthly) per annum.
The role will involve:
- sufficient preparation prior to Panel meetings in order to fully understand and consider all the documents provided
- preparation and presentation of an introduction to usually between 1 or 2 of the items on the agenda (not expected every meeting) in order to assist the Panel to understand, discuss and determine the Panels recommendation
- the need to demonstrate an ethical, evidenced based and impartial approach to the work of the panel

- declaration any conflicts of interest for any agenda items
- specifications, and other commissioning guidance to enable improvement in outcomes
- To ensure that specialist insight and advice is designed to support the delivery of a holistic, person-centred approach to clinical care

- To ensure that specialist insight and advice is designed to support the delivery of a holistic, person-centred approach to clinical care Enabling patient and public involvement
- To act as a champion for patients and their interests
- To work with NHS England’s co-production approach for involving patients, carers and citizens in the development of commissioning tools and resources Promoting equality and reducing inequalities
