Job summaryThis role sits in the Strategy and Population Health Directorate, responsible for the setting of strategy, development of population health plans and ensuring NCL ICB addresses inequalities through everything we do.
Service Development is responsible for the transformation of core healthcare services, working with both NHS and non-NHS providers at system and place. We deliver a structured approach to service improvement through a deep understanding and analysis of the intelligence, generating creative solutions to operational and strategic issues impacting provision and working collaboratively across system partners to implement change.
This will encompass prioritised projects (such as the redesign of Ophthalmology services, development of Women's Health Hubs, integration of ENT pathways and others) within the ICB workplan in which service development are best placed to ensure better outcomes and a more efficiently and effectively managed pathway and provider landscape. The postholder will engage clinical teams across the pathway to secure system implementation of best practice.
They will have responsibility for proactively managing budgets relating to planned care and effectively utilising commissioning levers through their work with the contracting and procurement team to bring about innovation and lasting change
Main duties of the job - Programme manage a portfolio of prioritised service development projects within planned care across North Central London, ensuring alignment to national/regional/local expectations, using a clear and developed Population Health approach.
- Ensure the portfolio of planned care projects are managed in line with best practice programme management principles, and ensure the effective running of any project delivery subgroups.
- Support providers to identify and deliver both provider productivity and system productivity plans to support the ICS in meeting its challenging financial and operational improvement targets as part of implementing change within planned care.
- Work directly with the contracting and procurement team in identifying procurement strategies and appraising procurement and contracting options, working with appropriate ICB colleagues and others to ensure that the ICB is operating within the legal and regulatory framework
- Negotiate and manage individual contracts and the procurement pipeline relating to the planned care portfolio, in collaboration with the contracting and procurement team
- Lead the planned care team (4 posts) and support the overall Pathway Transformation team, which includes Intermediate Care
