Job Description

An exciting opportunity has arisen within SWAN Primary Care Network (PCN) to recruit a HR & Operations Manager. We are looking for a motivated, personable individual who will support the delivery of SWAN PCNs vision and contractual requirements, manage employee relations and play a pivotal role in the delivery of high-quality healthcare within SWAN PCN.

The PCN HR & Operations manager is a lead role in SWAN PCN, helping to manage the wide-ranging activities within the network, working closely with the practices, network staff and leadership team.

The successful candidate will have operational responsibility for various functions of the PCN. They will fully manage the operational elements of projects and services committed to or commissioned by the PCN. They will oversee and support the day to day running of the PCN, teams and staff and maintaining and developing relationships within the PCN team, practices and externally.




Job responsibilities


ORGANISATIONAL

  • Support the PCN Clinical Director & Business Transformation Lead to ensure the smooth running of the PCN.
  • Build and maintain positive working relationships within the PCN, member practices and externally
  • To develop robust operational plans to implement directives agreed by the PCN Board

  • Co-ordinate the delivery of enhanced services and other services on behalf of the Network including setting deadlines, assigning responsibilities and monitoring progress of projects
  • Document, manage & develop PCN processes as they develop
  • Assist in the resolution of any complaints, resolving informal complaints locally and assisting in the investigation of and response to formal complaints as required
  • Implement and communicate changes appropriately across the PCN
  • Develop and maintain all PCN databases, keeping detailed records and producing reports
  • Participate and contribute to PCN meetings internally and externally
  • Health Inequalities Lead


HR/WORKFORCE

  • To monitor workforce requirements for the PCN
  • Manage recruitment, induction and training of new PCN staff where required
  • Embed and provide ongoing support for PCN additional roles

  • To oversee and manage ARRS staff, ensuring that services are delivered according to SLAs and/or Job Descriptions and operational plans
  • Operationally manage specific staff within the PCN including sickness, absence, performance, professional development and appraisals/PDRs and arrange touch point meetings
  • Manage rotas to ensure services are adequately covered, liaising with relevant teams to ensure information is communicated and agreed to
  • Liaise with clinical supervisors and additional roles staff ensuring there is sufficient support in place, and act on feedback from practices
  • Support project planning and manage operational elements within PCN project and services


QUALITY AND GOVERNANCE

  • Ensure the PCNs compliance with GDPR and FOI, along with other relevant legislation and professional information management standards such as GMC/BMA and LMC guidance
  • Ensure governance is adhered to across the PCN and service delivery areas
  • Responsible for the production of performance and quality reports within the PCN
  • Collate feedback/analysis data on behalf of the PCN
  • Alert PCN leadership team to any emerging or identified quality and risk issues
  • Ensure all PCN policies are in place with regular review and update making sure policies conform to relevant legislation and/or statutory requirements


HEALTH & SAFETY

The post holder must be aware of the responsibilities placed on them under the health, safety and security as defined in the PCN Health & Safety Policy to include:

  • Identifying risks involved in work activities and undertaking such activities in a way that manages those risks
  • Making effective use of training to update knowledge and skills
  • Using appropriate infection control procedures, maintaining work areas in a tidy and safe way and free from hazard
  • Reporting potential risks identified.
