Specific Duties and Responsibilities
The following duties and responsibilities will, where appropriate, be undertaken in conjunction with, or in support of, the Group Manager, Clinical Director and Matron for the Group.
Quality Assurance
To ensure that Trust quality standards and speciality specific standards are achieved.
Deal with any operational issues arising from reviews and their associated action plans
Identify opportunities for change that will improve or assist the development of clinical practice and which leads to improvements in quality or efficiency within the Directorate.
Control and Information Systems
To work with Finance and Information colleagues to provide analysis and interpretation of complex data from a variety of sources with regards to income and expenditure, activity against plan, profiled trajectories, identifying explanation and corrective action where necessary.
To manage the administration team budgets within the Directorate and to ensure an income and expenditure balance, as directed by the Clinical Director and Group Manager.
To review coding accuracy, activity discrepancies and data quality initiating audit when necessary alongside the Group Manager.
Communications
Establish effective two-way communications incorporating all staff within the Directorate.
Ensure appropriate communication processes are in place to cascade information within the Directorate. Take corrective action as necessary.
Contribute to the Group management and governance meetings, Divisional meetings and hospital trust-wide forums as required.
Assist in promoting the achievements and activities of the Group internally and externally, and prepare marketing and public relations information as required.
Direct Management and Monitoring
Monitoring of 18 week performance, reviewing and redesigning patient pathways as appropriate with the Directorate Team
Responsibility for identifying and escalating issues in relation to the directorate budgets, including identifying areas of overspend, cost pressures and savings.
Identify opportunities for cost reduction and efficiency, working with Directorate teams and Trust Service Improvement colleagues to develop and monitor implementation plans
Contract Management and Planning
Contribute to the development of the business plan for the Group in line with Trusts objectives and regional and national drivers.
Support and facilitate the preparation and negotiation of agreements with commissioners and other Trusts.
Ensure activity targets are met and corrective action is planned, implemented and monitored as appropriate.
Identify and undertake risk assessments to the contract or business success of the Directorate and produce contingency plans and options appraisals, as required. Implement agreed plans as necessary.
Ensure that a priority list for replacement equipment is provided annually and that a capital investment plan is included in the business plan.
Human Resources
Participate in workforce planning within the business planning process.
Ensure appraisals are carried out for all staff within the responsibility of this post
Ensure staff within the responsibility of this post undertake identified Mandatory Training in a timely way.
To work within the framework of the Trust Human Resources strategy, policies and procedures and to assist in the recruitment of staff within the Directorate.
Support the management of administration and clerical staff within the directorate.
Line Management responsibility for Medical Secretary Team Leader and Group PA.
Be appropriately involved in the selection and appointment of key staff within the Directorate and to ensure appointments are made based on skills, experience, aptitude and values that align with the trust values and ethos.
Oversee the effective management of workforce establishment control within the directorate.
Other
To oversee the implementation of projects as agreed with the Group Manager, Clinical Director and Matron.
To lead on the development of business cases to further service development and ensure timely replacement of service critical equipment.
Deputise for the Group Manager as appropriate
Represent the Directorate services and Trust in internal and external meetings and forums as appropriate
To undertake such duties commensurate with the seniority of the post that may assist the general performance of the Trust, subject to consultation between the post-holder and Group Manager.
The management arrangements place emphasis upon personal accountability with delegated authority for the achievement of agreed targets and objectives. The overriding aim is to maximise standards of patient care within resources available. The cornerstone is the involvement of clinicians in management, supported by the Group Management Team.
In conjunction with the Group Manager, support improved models of service delivery, workforce development and business planning, which set out a clear direction for our services, and reduce unnecessary waits and delays in the patient pathways.
Working within the group and with other colleagues across the Division and wider Trust to monitor and develop plans to maximise utilisation of the resources available, particularly theatre and clinic time.
To take a lead role in the management, development and communication arrangements for administration and medical secretarial teams
Monitor and develop plans to ensure KPI delivery, in particular for 18 week referral to treatment (RTT and Theatre utilisation.)
In conjunction with the Group Manager ensure that Business, Finance and Performance, Risk Management and Governance is appropriately carried out within the Group, ensuring that all key targets are met and commissioned activity levels are delivered.
The Assistant Directorate Manager is expected to work for the clinical and business success of the Group, and to contribute to the corporate success of the Trust.
The specific objectives and targets for the post-holder will be clarified in discussion with the Group Manager and Clinical Director and will form the basis of regular performance appraisal. An illustration of key result areas can be given as follows:-
To provide business and project management support to the Clinical Director, Group Manager, and Matron.
Working closely with the Group Manager, to be responsible for performance monitoring, liaising with clinical leads, ensuring appropriate action is taken to ensure the Trust's activity and waiting list targets are achieved
To support the Directorate Management Team with rota management, induction and medical staffing issues.
In conjunction with the Group Manager, develop business plans for the Group, as required. To identify opportunities for new markets and schemes to generate additional income. To develop appropriate strategies for inclusion in the business plan to take full advantage of these opportunities.
In conjunction with the Directorate management team ensure that quality standards, both those agreed with the commissioners and dictated by national policy, are achieved.
Support the Medical Secretary team leader to ensure HR policies and procedures are followed and budget remains in balance
Support the Clinical Director, Matron and Group Manager in delivery of national and programmes of quality or cost improvement where required
